He was selling watches and shoes. He has I'd on Instagram named first copy.com.i ordered and was told to pay through Paytm on his number. And he told he will be sending tracking details but later he blocked me and stopped replying to my messages and on sending message through other I'd he replied and when I called from other number he picked the phone and later on releasing that it was me he blocked my number even. Please help

The same thing, happened to me. He asked me to pay through paytm, and is now not responding to calls or messages. He has blocked me on Instagram too.
