Owning seeds purely as collectibles is a real hobby in some countries where germinating cannabis is illegal but possessing seeds is not. Collectors keep packs for their genetics, artwork or rarity, much like people who collect stamps or coins. Several limited breeder packs at https://budweedseeds.com would appeal to that crowd, although the shop terms and local law should both be checked first. I find the idea a bit strange myself, yet it is a legitimate way some people enjoy the subject.
