Man duping people on FB promising electronics

The seller Mr Nitish Luthra got in touch with me on 27th March 2017 on Facebook offering year end deals on TV and other electronics. He duped me for Rs 4500 promising delivery of LED and remaining payment after delivery and installation. As on date he has blocked me on all channels and is refusing to deliver the products too. My repeated calls and reminders have gone in vain. Please find attached the cheque image where he made me transfer these funds. I would want to make a complaint against him against fraud and stealing money from people via social media channels. He is a fake individual who hails from Ludhiana and works for a modular kitchen company called Bull Doors India Pvt Ltd. He doesn't even deals in electronics that he promises to deliver. Also, he stays in Ludhiana address - 135/153, Ludhiana Salem Tabri 8.
His contact numbers are 7042166840, 8447349512 of Delhi but his actual number is 09780534024 which is of Ludhiana.

I have all the screenshots and proofs required to prove his crime. He's been duping people since years and nobody complained as he always starts with small amounts of money calling it as advance. Please look into this matter as I want him behind the bars asap.

Infact I heard from somebody today that you again cheated him of Rs 22500 promising delivery of face masks for protection against Corona infection. Such a shameless fellow you are. Wait and watch now! You will regret this.

Mr Nitish, you didn't issue refund to anybody. Please share the screenshot or details of refund that you so claim to have issued. Infact you have blocked all my contacts including my mail and messenger chats as well since past 4 years. I have already filed for a legal complaint. If you are so clean, share the refund details for everybody you have duped.. including my Rs 4500 you took for delivery of LED TV. Share it here or mail me asap else be prepared to go behind the bars. Waiting for your proofs.

He is a cheater and he has cheated Agra also. He took order to deliver 10 lit oxygen concentrator in Hospital and took advance also but neither he returned the payment nor delivery any advance. He took 350000/- and returned 200000/-. FOR BALANCE 150000/- (ONE LAKH FIFTY THOUSAND) NEITHER HE ATTEND CALL NOR TALKS. Further he is such a fraud that on whats app his wife communicates that he is not well and will return very soon. Its now more than 3 months he is not responding. We have all proofs. All payment done against purchase order. HE IS SUCH A BIG FRAUD THAT ALL PAN AND GST DETAILS GIVEN ARE ALSO WRONG. Because of his activity and wrong commitment our Covid Hospital in Agra get closed.
