Fraud person stating himself from SBI branch

A person stating himself from SBI called my father a couple of times in the morning and asked for card details to avoid alledged account invalidation, as an honest man he shared the details which then resulted to two transactions of total 18500( 1st time 9000, 2nd time 9800). Happy to know that SBI tracked this activity and called my father immediately after first transaction but till the card can get blocked the second transaction was on the cards. After googling a bit this number, I'm in a state of shock that this number is actively doing fraud over the years in the past and have cases already highlighted in the newspaper and articles, but why isn't any action been taken against him? Moreover, this person can be easily reached on his number when tried, I don't think he is afraid of any consequences this might result him in future. Not sure about in what state of mind my father is in right now but definitely I don't want this person to amputate someone's hard earned income. It feels disgusted to know that you are living in a digital era and people like him keep on continuing the fraudulent activity like they were doing in the past without being afraid of getting caught by the police/cyber crime teams. I humbly request you to please look into this and suggest the necessity steps to track down this person, why it's been only happening with SBI customers?, Why still no actions taken against him (report suggests data from 2015/2016).
