i get the link on instagram wherr they offer me to pay shipping and get the watch for free but they make a payment but never sent my watch please help me in refund

The same thing has happened with me. I got the message stating that MESSAGE WOULD BE DELIVERED ONCE IT SHIPS after placing the order along with the order no, but no communication has been done after 10/12/2017.
Kindly help to get the refund and take action against the same.
